KEY ACCOUNTABILITIES & RESPONSIBILITIESAssists in the development of project estimates and coordinates the preparation of estimates for minor contract scope changes or extra work ordersAssist and support in the preparation, development, and submission of the Basis of Estimate for project cost estimatesAssist and support in the development, issue, and maintenance of project cost estimates in accordance with the Basis of Estimate including statements of work scope, assumptions, man-hour estimates, narratives, and review & comment of client documentsAssist and support in the internal review of project cost estimates, coordinating comments & updates and ultimately obtaining estimate approval as requiredAssist and support the delivery of reviewed estimates to the company management for review and approvalAssist and support in the production and issue of updates to projects cost estimates in a controlled mannerLiaise with other Project Controls disciplines to ensure project budgets and schedules are developed to reflect the structure and content of the approved project cost estimateLiaise with engineering, procurement, subcontract and construction functions to maintain awareness of the requirements and costs of labour, plant and equipment, materials, subcontracts, offices, IT, and other provisions, to ensure these are accurately reflected in the project costAssist and support with the formal filing of project and proposal estimates, the collection of project historical data and the continuous update of estimating databases and norms in a controlledAssist and support in the coordination, development, and issue of change orders in accordance with the appropriate change notificationsMay Assess and communicate cost and schedule impact of changeParticipate and support in Project Controls Compliance and Continuous Improvement ReviewsAssist and support in the mentoring of junior estimating personnelContribute to the delivery of cost estimates where:Prepared estimates meet the company policy, processes, and standardsEstimates are submitted in a timely manner considering restrictions imposed by resource limitations and documentation provided by stakeholdersThe Basis of Estimate is documentedA record of approved estimates is maintainedCurrent contract rates are reflected in estimatesCurrent materials and fabrication prices are maintained to reflect the latest market conditionsContingency risk analysis is carried out as specified in the company policy, processes, and standards performance of projects is reviewed in terms of actual hours and quantities versus estimated hours and quantities with recommended changes to norms as requiredScope and design development charge orders are correctly identifiedChange orders are tracked with correct submission and approval dates recordedInternal:Establish and maintain effective working relationships and communicate across the businessActively promote the company procedures and initiatives in line with company valuesEngage with and promote functional & cross contract development including Networking/knowledge sharingMaintain communication with respective focal pointsManage interfaces across functional and business boundariesExternal:Communicate and co-operate with external clients, stakeholders including Industry bodies, academia, market intelligence, relevant conferences, vendors, business acquisition and business developmentPERSON SPECIFICATION Qualifications:Typically requires ISCED level 6 (Bachelors) Degree in a relevant technical or business discipline (or equivalent gained through relevant vocational training and/or industry experience) Knowledge, skills, and experience:Typically requires a minimum of six (6) years of progressive industry experience, with at least four (4) years in estimating positionsGood knowledge of estimating techniques and systems with a detailed knowledge of how these are appliedDetailed understanding of project management principles and techniquesGood understanding of Cost Management, Change Control, Planning & Risk Analysis & Management Personal Attributes:Demonstrates commitment to the company Values, Visions & BehavioursStrong analytical skills and ability to use estimating methodsAbility to work independently and as part of a teamEffective organization & planning skillsAbility to handle multiple tasks and changing priorities in a fast paced environmentStrong communication skills both written and oralUses initiative, experience and a proactive approach to problem solvingCommitment to continuous improvementAbility to guide & mentor others
