Good health and quality of life is what motivates us to provide healthcare solutions and support for those who need it most.The Procurement Manager is required to act as the primary point of contact between Anova stakeholders and suppliers. The Procurement Manager is accountable for ensuring appropriate controls and execution of procurement best practices are in place in procurement department The Procurement Manager is responsible for overseeing the procurement of goods and services processes. This includes identifying cost effective suppliers, monitoring supplier performance and ensuring contractual obligations are met in a timely manner. The Procurement Manager is also responsible for the day-to-day management and technical support of the Procurement Team who are responsible for the implementation of the Procurement stand operating procedures. The Procurement Manager will support the Head of Business Operations (to whom they will report).Key Duties and ResponsibilitiesProcurement and Compliance ManagementEnsure the Procurement function is efficiently managed and supports the business in a timely fashion.Ensure the implementation of procurement policies and procedures for best practice and compliance with audit and funder requirements.Ensure procurement adheres to BBBEE scorecard requirements to obtain maximum procurement verification points.Maintain a preferred supplier listing for all goods and services procured by Anova.Maintain insurance schedules for all assets of Anova and ensure annual insurance renewals are affected timeously in order for all insured assets to be adequately covered.Adhere to set KPI’s, SOP’s and performance management systems as required by the Head of Business Operations and key stakeholders.Streamline procurement processes to eliminate bottlenecks and drive efficiency in service delivery.Maintain an effective filing and storage system in line with stakeholders’ compliance standards.Lead in preparations for bid specification and tender advertising.Support in completion of tender evaluation packs for the Bid Evaluating & Adjudicating Committees.Monitor business trends and highlight areas of improvements to the Head of Business Operations.Assesses Anova’s procurement activities and alert management of any anomalies.Supplier and Stakeholder Relationship ManagementEstablish a good and professional relationships with suppliers and stakeholdersManage a business focused relationship with suppliers that will ensure competitiveness and cost-effective value adds for Anova.Regularly review service level agreements/contracts and negotiate for best rates.Conduct periodic audits for value for money and quality of goods and services with suppliers.Collect and review feedback on procured goods and services from requesters and end users.Partner with the Finance department by maintaining procurement records and ensuring they reconcile with Finance reports.Create process flow documents and conduct training sessions on procurement SOP’s, policies and processes.Team ManagementDay-to-day management and supervision of the Procurement team.Provide technical support to the Procurement team.Regularly assess the team for capacity and work allocation.Be the first point of escalation for stakeholders, suppliers and clients.Consistently identify training and development needs within the Procurement team.Periodically conduct performance reviews in line with Anova’s performance cycles.Any other reasonable tasks and ad hoc responsibilities as agreed with the Head of Business Operations.Minimum Qualifications, Experience and Skills RequiredB.com degree in Supply Chain Management/Economics/Business Administration or equivalent.10 years’ progressive experience in a procurement field.Minimum of 5 years’ experience in overseeing or managing procurement.Excellent knowledge of procurement best practice principals and possess outstanding decision-making skills.Relevant knowledge and experience in managing SLA’s/SOP’s/ suppliers and stakeholders.Significant experience in collecting and analysing data and using financial systems.Knowledge of Supply Management Software (Database Management)Strong working knowledge of sourcing and procurement techniques as well as an aptitude for reading the market.Excellent written and communication skills in English (proficiency in other official languages preferred).Advantageous Qualifications, Experience and SkillsCharted Institute of Procurement and Supply Diploma (CIPS).Proven track record of managing SLA agreements and develop procurement SOP’sUnderstanding of BBBEE codes and legislation.Advanced excel skills.Advanced negotiation skillsString communicatorIn accordance with our Employment Equity goals and plan, preference will be given to suitable applicants from designated groups as defined in the Employment Equity Act 55 of 1998 and subsequent amendments thereto.
