Outline of Job Responsibilities:As a Proposal Engineer for the Contract Pursuit Department, your primary responsibility is to find and respond to tender and quotation opportunities for the purpose of winning the company favourable contracts and business opportunities. In execution of this responsibility, you are expected to liaise directly with customers to get full clarity on the technical as well as commercial requirements for the project. If it is required, you will need to attend pre-tender site and clarification meetings. You should resolve technical or commercial issues directly with the client.It will be required for you to interface with Engineers when technical or design information is required or needed. When other departmental input is required for a pursuit, you will take point and act as the coordinator for all the involved departments to ensure that the right information is submitted at the right time to be assimilated into the main offer. You are to assist in the upkeep of the departmental pricing databases, as well as obtaining prices from suppliers for tender preparation purposes. Once youve compiled and priced the complete Bill of Quantities, you will be expected to prepare a commercial presentation for the offer.It is important for you to maintain a working knowledge of general commercial terms and conditions which includes, but is not limited to, working with foreign currencies and forward cover requirements, Cost Price Adjustments (CPA) and market indices, Incoterms and standard forms of contract with a special focus on FIDIC and NEC.Duties/Essential Functions:Liaise directly with Customers for quotations and orders on small to large projects.Regularly check the websites for tenders which are advertised and meet the companys scope of supply.Attend pre-tender site meetings for technical and commercial clarification.Communicate with the client or the clients agent where technical and commercial information is required.Communicate with PPE Engineers when technical or design information is required or needed.Obtain prices from suppliers for preparing tenders.Calculation of labour prices for tender purposes.Prepare commercial documentation and documentation to accomplish tenders for submission.Ensure tender compilation is correct and complete according to PPE standards and filed correctly.Ensure delivery of completed tenders on date and within time.Follow up of the tender outcome after submission.Answer clarification enquiries should there be any questions from the submitted tender.After successful award of tender, clarification to project managers and hand over to the relevant department for execution of the project.Ensure the client and supplier contact details are updated on the PPEs data base.Identify risk issues and their order of magnitude and mitigating such risk.Solicit subcontractor and/or supplier information & pricing.Ensure the flow of project information is maintained and documented.Coordinate insurance requirement with Risk Manager.Build effective relationships with customers, design team, specialty contractors, suppliers, and user groups that reflect and support company core values and meet or exceed the customer's expectations.Participate in the transfer of information on successful projects including the Job Kick-off Meeting.Perform other related duties as needed.Qualifications:Candidates with Electrical Trade test and 10 years relevant industry experience, orCandidates with a mix of the following qualifications: BSc in Electrical Engineering / BTech, orCertificate and Diploma in Site Management or Project Management, orElectrical Site Manager/Supervisor with a minimum of 10 years experience.
