Détails de l'annonce Poste proposé : Enterprise Risk Management Expert The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Enterprise Risk Management Expert.The services included under this project are : Conducting an assessment of the existing risk management practicesRecommending an ERM functional structure for tax administrations in accordance with their respective policies and internal procedures, which will be suitable for each individual tax administration’s governance frameworks and for rollout across departmentsDevelop a context specific ERM strategy for tax administrationsDeveloping and delivering training programmes to support the ERM strategyHolding consultations with critical stakeholders to obtain buy-in and solicit feedback on the implementation of an ERM frameworkGuiding the development of Risk Assessments for all aspects of a tax administration’s operationsSupporting the development and performance of a Risk Assessment of all aspects of a tax administration’s operations, to include inter alia, organizational, operational, technical, business processes, human resources (HR), financial, reputational, environmental, etc.Supporting the development and application of the ERM strategy to the planning process and internal control systems. This should include methodologies with accompanying templates for : Risk registers, Risk evaluation and prioritization, Assessment of risk tolerance of departments (risk appetite), Development of appropriate responsesAssisting senior executives in documenting the risk appetite statements and aligning the risk registers with the attendant risk appetiteTraining and mentoring in the use of the methodologies since the completion of the risk matrix template will be an integral part of the assignment. Profil recherché pour le poste : Enterprise Risk Management Expert Qualifications and key competencies :A minimum of a Masters’ degree in Risk Management, Business Management or equivalentProfessional certification in Risk Management from an accredited institutionProject Management Certification or equivalent from an accredited project management institutionLanguage : Excellent written and verbal English language skills for delivering the training materials and presentationsFluency in French and Portuguese is an added advantageGeneral professional experience : A minimum of 5 - 10 years of relevant progressive experience in the design and operation of risk assessment and management systems in the public and/or private sectors, inclusive of enterprise risk management and project managementRegional experience : Demonstrable global or regional experience in conceptualization and design of enterprise risk management systems and frameworks in public/private sectors.
