Position Purpose To take accountability for ensuring the efficient and effective delivery of all Engineering&Design elements within a project(s) / programme(s) and takes accountability for the scope, cost, schedule and quality of Engineering and Design deliverables on all the phases of the projects(s) / programme(s) from Conceptualization, Pre-feasibility, Feasibility, to Execution. To investigate and solve engineering problems, design the technical engineering solutions, and develop technical documentation, to ensure the efficient and effective delivery of engineering projects within the specific technical segment of Engineering. To assume the professional responsibility of complex/ broadly-defined engineering activities and problem solving for the scope, cost and schedule on all phases of the various projects assigned to the individual. To accept the engineering responsibility regarding quality assurance in terms of the relevant Acts, for those projects assigned to the individual, to ensure compliance of final product to the design. To take technical control of certain specified technical sections of the relevant segment to ensure that Engineering Technical solutions are sustainable, fit for purpose and have adopted value engineering principles. The position holder will be the engineering lead on segment-only projects, as well as can be engineering manager on single-disciplinary projects, for the various projects assigned to the individual, in accordance with individual’s qualification as Pr. Eng. or Pr. Tech. Eng., as included in the Engineering Professions Act of 2000, Published by the Engineering council of South Africa. Adhering to Transnet National Ports Authority’s engineering suite of Procedures, Directives and Guidelines. Providing the engineering inputs into feasibility type projects. Identifying and planning the work efforts, assigning responsibilities, establishing goals and monitoring the progress of the engineering and design effort assigned to specific projects such that the project objectives are achieved on schedule and within budget. Collaborating with the various project managers regarding the specification of design deliverables (e.g. drawings, specifications, design-criteria, technical reports, and technical adjudication of contracts) and the concomitant estimation of man-hours to provide same. Creating and maintaining effective communication channels between team members and with the project managers and ensuring coordination and cooperation between all stakeholders occurs. Conducting surveys to ensure that projects can be carried out successfully. Ensuring that the engineering designs and applications comply with all statutory, regulatory, safety, health and quality requirements whilst ensuring environmental and business sustainability. Doing in-depth drawing reviews of all design documents including constructability and HAZOP reviews. Preparing engineering technical documentation and drawings and arranging squad-checks for in-depth review of such documentation. Identify any scope creep and discuss problems with the Project Managers and Segment Manager. Proactively recommending and implementing corrective strategies where needed to best meet Transnet’s overall project objectives. Compile budget and cost estimations of the work. Compile EPCM cost estimates for the engineering inputs into projects and ensure proper management of such budgets. Reviewing project deliverables. Monitor and report to the project manager of the engineering progress. Developing a project plan that is in line with the drawings and the outline of the work so that projects are done within the required quality standards, budget and time frames. Liaise with clients and contractors regarding engineering aspects of the projects as and when necessary. Ensuring that the system for “Quality Management during the Construction phase” is effectively implemented and managed on all relevant projects, to ensure the segment’s compliance with the relevant Acts. Carrying out the required testing and commissioning of relevant projects to certify such projects as “Safe for Operations”, within his authorised level. Perform engineering management and project management functions as and when required. Qualifications and Experience A 4-year Engineering Bachelor’s degree: BSc Eng or B Eng degree, or a BTech Eng or BEng Tech or Adv. Dip Eng (in civil engineering). Professionally registered as a Pr. Eng. or Pr. Tech Eng. with ECSA. At least 8 years’ experience of applicable engineering and project management experience with infrastructure projects. A proven track record of developing value engineered technical infrastructure engineering solutions in the planning, designs and construction supervision for Civil and Perway, and the general Port and Civil Engineering infrastructure. Need to have a good level of fitness and be willing to work extended hours under extreme pressure regularly. Knowledge Technical knowledge and application of best practice in the specific engineering discipline for capital projects. Knowledge of relevant legislation, and if applicable, town planning codes and bylaws. Knowledge of codes and standards for his/her profession and specific engineering discipline. Knowledge of environmental and quality management. Application of diversified professional engineering concepts, theories and practices to achieve engineering objectives with versatility, judgement and perception. Ability to lead and motivate a team and "get things done" within tight timelines. Knowledge of CIDB standards and requirements especially regarding technical documentation. Knowledge of the OHS Act. Knowledge of other inter-related engineering disciplines' broad concepts. Knowledge of relevant computer software. Knowledge of Drawing Standards. In depth knowledge of Civil/Perway engineering analysis and design packages such as Civil Designer, Civil 3D and Bentley Microstation.
