Qualifications, Experience&Knowledge: 5+ years working experience in relevant functions (Oil and Gas industry experience will be advantageous). Degree Qualification in related field such as Engineering or Science. Knowledge of ISO 9001, 14001, and 45001 standards as well as Tanzanian specifications. Knowledge of national HSSEQ legislation, frameworks, and management systems. Strong Computer Literacy Skills such as Microsoft Office. Good communication skills able to communicate and collaborate effectively across all staff levels. Ability to guide and train different staff levels on the development of HSSEQ competencies as required. Ability to analyse complex information. Team player and able to work independently with minimal supervision. Meticulous attention to detail. Key tasks and responsibilities: Develop and implement HSSEQ Rules and Procedures for all employees, contractors/partners, and customers with a focus on Compliance with Tanzanian Specifications and International Standards. Liaise and communicate with the EPC Contractor HSSEQ representative daily to coordinate and plan for High-Risk activities and Key Operations with a focus to manage the risks. Monitor and control on-site Project requirements as set out by regulatory authorities and Group standards. Enforce project construction procedures and monitor EPC Contractor compliance. Ensure all Project HSSEQ documentation is in accordance with regulatory and Group requirements, correctly registered and filed with inclusion in weekly reporting and in line with Building Permit requirements. Enforce HSSEQ rules for all construction staff and site visitors in line with OSHA regulations and Lifesaving rules. Ensure Environmental Impact Assessment recommendations and instructions from NEMC are followed and enforced with development of remedial action plans and recommendations to ensure compliance at all times. Conduct weekly Safety Toolbox meetings, keep records of these and all required mandatory safety meetings. Submit weekly HSSEQ reports for the project and ensure monthly reports are compiled in accordance with project requirements. Monitor on-site EPC Contractors camp for Health and Hygiene issues and regulatory requirements. Development of an HSSEQ plan for the integration of Phase 0 Operations and the Phase 1 Construction which will be running concurrently to ensure the ongoing operations can be conducted in a safe manner without impact from Phase 1 completion. Be the point of contact on the audit of Safety Management Rules and Procedures through the terminal (both internal and external) and especially when it relates to attaining safety accreditations. Work with employees in the preparation stage for audit to obtain the required documents and implement best practice to the organisations methods in place. Draft Policies and Procedures in relation to HSE information for all to follow. Review Policies and Procedures regularly to keep up with best practice and establish corrective actions whenever necessary. Maintain effective communication between departments to ensure a good safety culture and that safety objectives are always achievable. Manage Key Performance Indicators whenever required and be the point of contact for all submissions to professional bodies. #J-18808-Ljbffr
