The post is interchangeable within the Unit. Job Purpose HUMAN CAPITAL OFFICER / SENIOR HUMAN CAPITAL OFFICER To provide a Human Capital Business Partner function to Business Units. Key Responsibility Areas HUMAN CAPITAL OFFICER• Partner with assigned business units to deliver value-added human capital management services• Guide the recruitment and selection process in accordance with policy and procedures• Provides advice and guidance on workforce alignment to organizational strategy• Enable optimal employee well-being by providing a welfare and counselling service• Provide guidance on the resolution of problems or disputes between the employer and employee• Provide a Human Capital administration service including data management, storage, analysis and integrity• Promotes training/learning and development.• Ensure the alignment of individual performance with organizational performance• Undertakes special projects as determined by the business needSENIOR HUMAN CAPITAL OFFICER • Partner with assigned business units to deliver value-added human capital management services• Guide the recruitment and selection process in accordance with policy and procedures• Provides advice and guidance on workforce alignment to organizational strategy• Enable optimal employee well-being by providing a welfare and counselling service• Provide guidance on the resolution of problems or disputes between the employer and employee• Provide guidance on Human Capital administration service including data management, storage, analysis and integrity• Promotes training/learning and development.• Ensure the alignment of individual performance with organizational performance• Implements talent management strategy, systems and processes of the organization.• Responsible for special projects as determined by the business need• Represents and/or provide assistance to any of the higher Senior Human Capital positions in the Municipality. • Diploma (NQF Level 6) in Human Resources Management or any other related and equivalent qualification.• Valid motor vehicle driving license.• 2 Years relevant experience.• Diploma (NQF Level 6) in Human Resources Management or any other related and equivalent qualification.• Valid motor vehicle driving license.• 3 Years relevant experience. Preferred Requirements HUMAN CAPITAL OFFICER• Degree (NQF Level 7) in Human Resources Management or any other related and equivalent qualification.• 3 Years relevant experience.SENIOR HUMAN CAPITAL OFFICER• Degree (NQF Level 7) in Human Resources Management or any other related and equivalent qualification.• 4 Years relevant experience.
