This position is located in the Department of Labor's (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), the Office of the Senior Procurement Executive (OSPE). The OSPE is responsible for the management and direction of DOL's acquisition system and mission; providing effective, ethical, and prudent business advice; and robust acquisition policies and services.This position is Inside the bargaining unit. You must meet the Basic Requirements listed in the Education Requirements, the Special Placement Factor, and the Specialized Experience to qualify for the Contract Specialist position, as described below.BASIC REQUIREMENTSA Bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4-year course of study that included at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management.*Exceptions: Grandfathering provision - Employees in GS-1102 positions will be considered to meet the 1102 standard based on position and grade held as of January 1, 2000, and qualified for positions in other civilian agencies at the same grade without having to meet the educational and training requirements.For GS-13, Applicants must have at least 4-years experience in contracting or related positions. At least 52 weeks of that experience must have been specialized experience at or equivalent to work at the next lower level of this position, and must have provided the knowledge, skills, and abilities to perform successfully the work of this position.Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.Examples of specialized experience for this position include:Analyzing, evaluating, approving, or redirecting the strategy, plans, and techniques of pre-award and post-award functions involving construction and/or architect-engineering services.Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition.Conducting acquisition planning and contract pre-award functions to include: determining method of procurement and contract type, documenting the acquisition strategy, and obtaining appropriate approvals.Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims, disputes, and contract terminations.Interpreting and applying the Federal Acquisition Regulation, relevant laws, regulations, policies, standards, or procedures to specific contracting issues.#J-18808-Ljbffr
