This pivotal role is responsible for the strategic leadership, management, and control of the unit, ensuring that all contracts are developed, managed, and implemented effectively and efficiently, aligning with the company's strategic objectives while adhering to relevant policies and legislations. As a Senior Manager, you will provide leadership, management, and control of the Contracts Management Unit, ensuring that all contracts' purpose, scope, objectives, constraints, and risks are developed, managed, and implemented effectively to ensure the successful execution of projects in line with the company's strategic objectives and compliance with relevant policies and legislation. Duties & ResponsibilitiesManage all commercial and contract matters for infrastructure projects, including maintaining the contracts register.Develop and implement policies, procedures, and guidelines in line with the latest Municipal Finance Management Act (MFMA), Public Finance Management Act (PFMA), and Water Supply Chain Management policies.Develop and implement strategies and business plans aligned with the Service Delivery and Budget Implementation Plan (SDBIP), Infrastructure planning, Project Management Unit (PMU), and Engineering Services Unit (ESU) standards.Troubleshoot and solve problems escalated from the Chief Contracts Manager and Chief Quantity Surveyor.Manage the procurement process for all Capital Expenditure (***) contracts.Develop and present the Contracts Management Unit's annual operations plan and budget for incorporation into the *** departmental budget.Provide leadership and management in the Contracts Management Unit through proactive planning.Develop appropriate Standard Operating Procedures (SOPs) to provide sustainable Contracts Management Services.Develop and implement control systems and processes necessary for the Contracts Management Unit's success.Develop and manage the *** budget, controlling expenditure by ensuring spending is appropriate and necessary for achieving objectives.Compile reports and statistics, and administer the *** Contracts Management Dashboard.Understand and utilize in-house Management Information System (MIS) relevant to the discipline.Manage contractors and project implementation Key Performance Indicators (KPIs) and Key Performance Areas (KPAs).Be responsible for ***/OPERATIONS Procurement Documents, from the review of procurement documents to bid advertisement to tender award.Desired Experience & QualificationEssential qualifications and experience:Degree in Quantity Surveying + registration as a professional Quantity Surveyor with a minimum of 18 years' experience, of which 8 must be at a managerial level.
